he idea of Graduated Driver Licensing (GDL) laws began to gain
popularity in the United States in the mid-1990s as a means to protect
young novice drivers by phasing them into the wonderful world of driving
independence as they gainmore experience andmaturity over time.
While not the perfect solution to the problem of reducing teen driving
fatalities, these regulations have resulted in a substantial improvement.
In 1995, before GDL laws started to widely take effect around the
country, nearly 3,000 new drivers aged 16 and 17 were involved in fatal
crashes. By 2010, most states had enacted GDL laws, and the fatality
rate had been reduced by about 57%.
In Pennsylvania, young drivers must go through a three-phase process
to ultimately obtain a full and unrestricted driver’s license: learner’s
permit, junior license, senior license.
Learner’s Permit
New drivers may apply for a learner’s permit at age 16 by visiting any
state driver’s license center with a parent or legal guardian. Once there,
they will be asked to show their social security card and birth certificate,
submit a signed medical qualification certificate and pass both a vision
and written knowledge test. Learner’s permits are valid for up to one
year from the date of issuance.
With a permit, teens may drive under the supervision of a responsible,
licensed driver who is at least 21 years old. Between the hours of
11 p.m. and 5 a.m., they may only drive under the supervision of a
licensed parent or guardian.
Junior License
When the student driver reaches the age of 16 years and 6 months,
they may be eligible to obtain a junior license. To do so, they must have
held their permit for at least 6 months, and they must have completed
a minimum of 65 hours of supervised practice driving. Of this 65 hours,
10 hours must have been done at night, and 5 hours must have been
done during inclement weather.
After these conditions have been met, the teen must then set up an
DARE to PREPARE DRIVER EDUCATION EVENT
